Do the following steps in order

First, we run the Telegram application

Then we go to the chat page of the contact whose profile picture we want to change.

Now we click on the name or profile picture of that person

Then click on the three dots at the top of the page
In the opened menu, click on edit contact option

On the next page, at the bottom, you will see an option called set photo for username

Then select the photo you want and click Set option and finally click Done option

Then you can click on this option and select the desired photo from now on to view this person's profile with your desired photo

Also, keep in mind that when you change your contact's profile photo, the photo change will only happen to you and other people will see the same photo that the contact put on their profile. When you check your contact's telegram, you can see the same photo that you have chosen yourself.
